
Energy Certificates
Since 1 July 2013, virtually no property in Croatia can be sold without an energy certificate as an integral part of the sale contract.
Upon Croatia's accession to the EU, an energy certificate became mandatory when concluding a sale contract for a building or apartment larger than 50 m². Agencies have suspended concluding sale contracts for properties without a certificate.
Energy audits and building certification
An energy audit is a documented procedure that determines a building's energy properties against reference values and proposes economically justified improvement measures. It is carried out by an authorized person, who then issues the energy certificate with the prescribed content and format.
When is an energy certificate mandatory?
- for all newly constructed buildings — before their first use
- for all buildings, offices and apartments larger than 50 m² being sold — before concluding the sale contract
